When you request a resource (webpage, image, etc.) to a web server, the browser tells this server what webpage is it requesting it from. For example, the smileys in this page are images requested from http://www.hostboard.com/cgi-bin/ultimatebb.cgi...etc etc. 4chan allowed anybody to load any picture, so you could copy the address of them and paste the links here, and they would be loaded when you click on the links. Now 4chan checks the referer is NOT another website, so you can no longer click the links posted here. Fortunately, it seems you can copy and paste them in a new window (in which case the referrer would be nothing). This works with some sites like 4chan (but not with some others).
If you didn't understand any of this, just keep in mind you'll have to copy the 4chan links and paste them in a new browser window to see the images.
